Been up there again with camera. Lots of pics. Definitely red-footed falcon. I would say 1st year male. Seemed to be doing quite well catching beetles or something on the ground.
Phoned a friend who came up with a better camera and got some good pics I think.
Orange/red cere should rule out Hobby. Red-footed Falcons often hover and can be very tame.
I would say well worth checking out from Jeremy’s description.

at about 1 pm today I had good views of an unusual falcon at top of cothelstone hill. Too small and slight, I thought for a kestrel; though capable of hovering. Orangy/ red cere. Orangy legs. Grey back rather than brown of kestrel.
Tentative ID as red footed falcon juvenile but would be v unusual. Bird allowed quite close approach when perching which would be unusual for a wild bird - > ?escapee of some sort.
