As an update to the pollution incident, I contacted the environment agency and the local duty officer said that it is a known outfall and has been tested and is legally allowed, he assured me that although it looks bad it is not harmful

2 Spoonbills at high tide around 13:30 today and around 50 Knot with the Blackwits. A good roost of birds at high tide today opposite the sluice. Largely Redshank and Black-headed Gulls but 30 or so Black-tailed Godwit, a few Knot, 1 Curlew, A flock of Avocet flew up river , 1 Kestrel , 1 juvenile Grey Wagtail and the usual Little Egret , Canada Geese, Herring and Lesser Blacked-backed Gulls.
