Almost certainly bred as a marker bird, so that gamekeepers can find where they are feeding. There’s usually a fine if someone shoots it by mistake.

Leucistic Pheasant seen near the Pill bridge mid way between Ilchester & Long Load this morning, very distant, 100s of Pheasants raised in the Wood here for shooting but not seen an all white one before.
